Literally: Even a poor shot hits if he shoots enough.
As we see from the Japanese version of this kotowaza, you are likely to hit the mark if you try often enough—even if you are a hopeless marksman like Pon. So, do you practice hard and become good enough to hit what you aim at, when you aim at it; or do you leave everything to chance, and hope that you are lucky enough and have enough chances? And when it comes to flinging mud, you can be sure that some of it will stick even to the most unlikely (and often undeserving) surfaces.
